If your project requires a graphic designer, or is to be sent to an offset printer or embroider etc, use an EPS. Programs needed to open an EPS include Adobe Illustrator, Macromedia Freehand, and/or Adobe Photoshop.
TIFF describes image data that typically comes from scanners, frame grabbers, and paint- and photo-retouching programs. TIFF is not a printer language or page description language. The purpose of TIFF is to describe and store raster image data.
Use a GIF or JPG for web placement.
