In 2007, the Department of Homeland Security issued, and Congress authorized, the Chemical Facility Anti-Terrorism Standards (CFATS). CFATS authorized the Department to identify, assess, and ensure effective security at high-risk chemical facilities. All chemical facilities must comply with the regulatory requirements. The process includes completing a screening process or Top-Screen for potentially dangerous materials, identifying vulnerabilities through a cyber security vulnerability assessment (CSVA), and developing a site security plan (SSP).

The National Institute of Standards and Technology (NIST) has published NIST SP800-82, a guide to Industrial Control Systems (ICS) security.
